Basically I am working in a festival type environment where noise from other performances and or other acts in in abundance. I'm not a big fan of using my voice to attract attention at this point in my life. I know that I could use a conk shell or a horn or a whistle. I will try out the whistle but I was wondering where I could go to buy an effective noisemaker.

FYI: I really do not have the $ to buy myself a sound system right now. I need something that is smaller and can fit in a backpack.

Megaphone?

What kind of festival? You may need to theme you're noisemaker.

Dollar store or toy store usually carry some kind of annoying noise makers.
Can even get a fairly cheap megaphone at most toystores or sport store.

Could get a Cow Bell and with a little Hip Jive, draw a crowd. :P

Not too keen on a whistle though.

I use the first item on this page;
http://www.larocks.com/clown/noise.htm#Squeakers

When blown in to, it sounds like an air-horn but the pitch is lower.
One end has a balloon material cover and can be pressed on to change the sound and pitch. It eventually wears out and may be easily replaced with new balloon material.
It may be concealed in your hands while using it to get bewildering looks.
