As DaveV pointed out, you need to strip it.

Are there no instructions that came with it?

You have to separate the individual threads. Each large thread is made up of hundreds of individual threads. So you separate (strip) out the individual threads.

The way I do it, is measure the length to use. Cut it. Then strip the rest of the strands away form the 1 strand.

Hold the strand in one hand, and gently slide the rest off down the other end.

Sorry. For elastic thread, rip it, do not cut.

Yes, the ends will seperate on their own when you rip it.
