I checked out on dresscode just to see and i pressed "pay with paypal" then it went to paypal and says "To complete this payment, add a debit or credit card to your PayPal account. Your card will not be charged unless the transaction amount exceeds your balance." Is it just saying that because i dont have enough money on my paypal account? If i put 30 dollars on my paypal account with a moneypak will it not ask for a debit card to link?

Yes, it asks that before it even knows your balance.

So i must add a card before i buy something even though i have a sufficient amount of money to buy an item in the account? I bought from merz67 and it didnt ask for a card.

You can either put in a card into paypal or sync your bank account into paypal or withdraw/add credit into paypal.
