It's called the Lean. Malloy Modern Magic sells it, but it will cost nearly $700 as you first have to buy a pair of shoes, then send the shoes to them, they modify the shoes, and then send them back to you. If you aren't serious about making magic more then a hobby, it really isn't worth the money.

Although I don't know of anywhere that sells it, it is horrendously expensive, and extremely impractical to do. Very few people in the world can justify spending the time, money and effort for a five-second effect.
