Any party store will usually have them in the mardi gras section or something. Try there.

That's a centerpiece - so 1) it's paper and 2) it's too big for sponge bunnies.

Wait another month and look for plastic "pilgrim hats". They should be in the doll making section.

Here they are: http://www.fancyflours.com/cgi-bin/fanc ... -HP-1.html

Just paint a white stripe over the buckle and you're done.

As for the wand: go grab a small diameter dowel and paint it black - now paint the tips white. TA DA!

Don't forget Build-A-Bear stores. They sell a cool Top Hat, which has a small rabbit already included.

...For a decent small wand, there used to be an effect called "Diminishing Die" It came with a small plastic wand. The effect involved transforming a Large Dice into a very small one.

The Top Hat in your link is the one I have. I forgot it also came with a wand. The hat is large enough to fit the stuffed animals they sell. So, it is more likely too big for what you want. However, it would be able to fit a large amount of sponge rabbits...as a finale. At least it's something to consider.
