Did you bother to read the instructions before using it?
Sounds like you might have been a little too rough on it.

Both of my ITRs came with instructions on how to use them, and how to fix them for when/if problems arise. Ranging from sticking to snapping.

You also havent told us which ITR you have. There is more than one model.

What you want is a pull. I have already told you that.

ITR's are not ment to pull or retract objects. Not saying that cant, but thats was not they were made from.
They are made so that you can levitate and object, like a Dollar, and walk away from it, show your hands empty, etc.

The spider-pen allows even further distance than a basic ITR. As it is motorized. But the premise is stil the same.

That might be one reason why it broke. You were using it wrong.

Read the instructions, mine came with clear pictures and directions on how to fix it if the thread snaps. It doesnt take more than a few seconds to do.

The other thing is that i cant find a spot to put the spider pen, if i put it in my pockets the flying object has to be waist level and it looks wierd and if i put it through my sleeves it would probably snap or something

Where do you guys put your spider pen?
would a backpack be a good place to put it to perform or should i just have another magician hold the wax ball :P while i do the trick.

2. Why does my dollar bill rocks back and forward when it floats, people are gonna suspect that it is a string?

Dude, look, just put the wax up higher than normal (what's the matter with wast level). Just be carful when walking away from it and it doesn't swing that much. Also, is the dollar bill in a ball or folded over the string?

The reason it won't float to the ground is because you have to put the dollar bill closer to you. Like step back farther than normal and put it on the string right in front of you. Common sense...no offense...Have fun with it though be creative. Try floating a sharpie pen cap...that's fun and if it's to far up on the string it slides down it to the right spot.
