OK well let me ask this. If the winning number is say 45, and no one picks 45 or less, then who wins? Everyone went over. Someone could pick 46 and still lose!

Easy, the contest continues until someone guesses 45 or lower. Or the time limit expires with no winner. Why are you even arguing this? It's his game, his rules.

Well because this thread is for that. I just think by not having the rule it would make things less complicated. I don't see why you cannot "go over" a number. That suggests some bias in what is supposedly a random raffle.

If I only had a handful of participants that would always be a possibility ... but you know as well as I do that that's not likely because of the amount of participants I have. There's always gonna be several who guess on the lower end of the scale.

OK ... Let's say I made it so that the Winner was the one who went over by the least ... the written down number being say, 150, and the Winner wins with a guess of say, 153 ... then what if someone guessed 148 ? ... the 148 guesser comes closest but loses. Then ya got the so called "bias" on the other end !
It's one of those catch-22 situations ... you're damned if ya do, damned if ya don't ... so ya hafta draw the line somewhere ... I just happened to chose the 'without going over' option, because the other way around doesn't make sense too me.
Ya never see 'em going over on "The Price Is Right" and winning.

As long as I don't have to pay for the high cost of International Postage in any form.

The reason I have the US residence rule in effect in the first place is that I have had dealings with sending packages to Canada and Australia in the past. A package I sent to Canada cost me 3+ times the US rate, and the Australian packages I sent cost me almost 7 times as much as the same packages than if they were sent to a US address.
