I think you are a magician when you know the basics of magic, and you can almost learn every trick (with DVD of course). So you can learn the sleights. And you must have a little bit performing experience. This actually isn't really a question with one answer. This is just how I see it ;-)

You probably are already a Magician. However it's not until people start paying for the privilege of seeing you work do you become a Professional Magician.

Good question. Unlike many other professions, anyone can call themselves a "magician" no matter what their knowledge or skill level. If you can do the "21 card trick" you can call yourself a "magician". It may be better to consider yourself an entertainer because then you should be entertaining!

You consider yourself a magician if you think you have come up with something good enough to sell. A lot of people are cover magicians which means you havnt come up with anything but you perform in your own way. this is just my opinion but if you think you fall under any of those then your a magician
