for the flash card deck.. are you able to sign on it and it'll still burn off like it supposed to or does the ink from sharpe would ruin it?

I'm not sure of the deck that you are referring. Link maybe?
Regardless, signing 'flash' paper with a Sharpie will not affect the 'burn' at all.
