Are Justice Pad refills at stationary stores?

The ad-copy on the penguninmagic page for the Justice Pad has the following incomplete sentence.

"You can use any spiral pad, from any stationers - it costs less than ."

I have two questions.

Can you really get the paper that will fit the Justice Pad from almost any stationary store?

Someone wrote online they couldn't find paper that could be used at local stationary stores because of the placement of the holes in the paper. They had order replacements from Charlie Justice and pay a relatively high price. How expensive are the refills?
