Electric Touch + : 2 questions

Is the effectiveness of this product dependant upon the weather? I see reviews on Magic Cafe that says it does not work well. Is this something that works best in winter when it's low humidity and very dry and doesn't work well where there is high humidity and you don't easily get shocks.

Also, I note there is an accessory available for an additional charge. What does the accessory provide that Electric Touch Plus does not?
