When using your IT, which 'dispenser'(or not) suits your needs for the complexity of your effect.
For simple 'floating' of rings, Loops are fine and the cheapest of the bunch. They can be even less expensive if you make your own which is very easy, but, that's another subject.
If you require more from your IT routine, then consider the other utilities than you've mentioned.
So, for close up table hopping...simple and easy is the best, I'd go with the Loops initially. If you like the reactions from your audience, expand/upgrade to the more costly devices.
