He uses the #19 size bands for his effects. You can get them at an office supply type store, but the problem is that you can only get 'standard' or 'economy' type bands at these stores which don't really flex/stretch very well.
So, it's recommended that you purchase some of Joe's bands. Yes, there is a major difference with the quality of Joe's bands.
