Can you perform this with Jay Noblezada's self-tying shoelace?

The answer is yes. You could do both tricks one after another with one shoe.

Specifically, you could tie your shoe by magic, link a ring to the laces, move the bow and untie the laces in a new location. And you can do all of this with one shoe if you have the Self Tying Shoelace and Laced Up

It's crazy but you can! You can combine both of these effects fairly easily.
