Voodoo Needle

Can Voodoo Needle be performed on a loose stack of 8 1/2 by 11 paper or does it require a bound pad of paper?

Yes, it works on loose-leaf paper without a problem. That is what I am using in the video here. Not a pad, just a stack of printer paper:

Brainbuster is mistaken. Voodoo Needle will ABSOLUTLEY work with a stack of loose-leaf paper.

Yes, it may take some experimentation but this should work without a problem. No pad needed.

it works on a loose stack with the right conditions and the right handling

it also works with a heavy glas if your conditions are good for it

@MartyMartyMarty What gives you the impression he was fooled? I'm pretty sure he liked the effect and paid Peter for it. That's what professional magicians do.

Fun fact, Max Maven was actually on a version of Fool Us in Israel. They had him as the judge instead of Penn and Teller. As far as I understand he was only fooled once throughout the duration of the show. Penn and Teller have been fooled many more times for each season their television show has aired.

I think that we can safely assume that Max was NOT fooled by this effect and that he just did what good magicians do when they see an effect they like. They compensate the creator as a way to show thanks. The Magic community would be a better place if we all followed Max's example.
