Jay Sankey in terms of sheer volume. Richard Osterlind is my other go-to creator in terms of magic that makes it in to my shows.
One major difference is that a lot of Osterlind's material builds upon long-established principles, taking them a step further. While Sankey has invented a lot of effects that are just plain original. "In A Flash," and "Holy Moly" are two of my favorites.

Well gimmickless I would have to say Dai Vernon, Max Maven or Erdanase.
As for gimmicks, Paul Harris would be top of my list.
I would also think that Jay Sankey has probably created the most magic ever for one creator.
